Lord Sutherland's Independent Review of Free Personal and Nursing Care in Scotland is published by the Scottish government.  This came on the back of a 10-year Royal Commission that looked at what should be done and argued that free personal & nursing care should be an entitlement for everyone assessed as needing this level of care and support. This approach was very different to that adopted in England and Wales.
