This inquiry, which was set up in June 1990 and reported in 1991, chronicles the development between 1983 and 1989 in Staffordshire children’s homes of a method of controlling children known as ‘Pindown’. It was initiated by a qualified social worker and sustained over a number of years by untrained staff who thought that what they were doing was sanctioned by an ‘expert’.
