Part One of Eileen Munro’s review of child protection was published, arguing that professional judgement is key, and that systems to protect were currently making things worse. A second report was published in 2011 – stressing the need for a child-centred system that was more about learning than compliance and blame. Munro made 12 recommendations in total, all of which were responded to by government, although how far real changes were made remains in question.
