Committee on the Prevention of Neglect of Children (the McBoyle Committee) was established – deliberated for 2 years (Cmnd 1966) – to decide if local authorities should have additional powers to prevent children suffering from neglect in own homes. The committee report drew attention to lack of adequately trained workers.
