The Griffiths Report on community care was published. The Green Paper's full title, Community Care: Agenda for Action, was spearheaded by supermarket giant Sir Roy Griffiths at the behest of PM Margaret Thatcher. The report called for stronger management and recommended that social services departments should become brokers rather than providers of care. It led to the White Paper Caring for People: Community Care in the next Decade and Beyond the following year.
