The United Nations Convention on the Rights of the Child (UNCRC) was agreed, with the UK as a signatory.  Amongst other clauses, it recommended a minimum age of criminal responsibility of 12 years and defined 'children' as up to 18 years of age. The convention has had a massive impact on child care and children's rights across the world, not only in the countries where it is upheld.
